I've come to the conclusion that flooding western countries with browns is actually a genius play to invoke white flight. There's nowhere else to flee, so whites will spend all their capital and muster all their technology to flee to the stars.
The only way to encourage space colonization is to make the earth intolerably brown(it already is).
