you can setup your own VPN if you have the know-how, VPN's also make up a significant part of professional IT service's.
they literally can't block them since they are integral to their countries IT sectors working at all.
I could see them enforcing a professional license requirement, but even then as i said, there are ways to establish a personal VPN.
