She certainly is legitimately crushing on her, hard. She's not just horny (though she is very horny), she also clearly does get along with her well when they're alone on the couch. It may be somewhat twisted by her seeing Susie as a replacement for Dess though, since there's a lot they seem to have in common and Noelle even pushes her to play Dess' guitar.

Susie's feelings towards Noelle are more nuanced. She probably doesn't even really get the idea of romantic love that well given how little normal affection she's had in her life. But she's certainly shown interest in her own way.
