Musk isn't used to having bosses or people in general telling him they can't do something. All his ventures have basically just been fuck it, either it works out or we go bankrupt. And the approach is just grinding and putting in impossible hours until they figure it out, and saving money/deleting parts (including employees) at every possible step, with Musk at the helm and some ride or die underlings. He's using the exact same approach in politics that has gotten him success with his companies, but turns out it doesn't work very well when you work with the president, can't just fire politicians that disagree with you or shut down departments

tl;dr Musk isn't acting unusual, he's doing the exact same thing he always does but it doesn't really work when it's the government instead of your company
