The truth is, most of these shitty teens have even shittier parents that have never once raised their kids to live in a world where they need to be respectful towards others in public. The social contract is unraveling. Persecuting rule-breaking adults is considerably easier than rule-breaking minors; that, or you end up with an enraged parent coming after you for daring to discipline their child. Most places don't want to deal with any of that shit.
