I think proposed years ago by China and Russia at the UN, it was simply an international treaty to criminalize just the same "sexually explicit" images of real children, but now with also gens and shoops (and seemingly also child-ifed real people)
just recently China has attempted to include criminalization of cartoons/comics/manga/animation, which just about every western country, including the super shitholes like CA, UK, AU, even NZ, voted against, probably for overreach
other countries can probably ignore UN bullshit entirely, but JP asked for reservations on domestic enforcement as one of their current laws retardedly prioritizes international treaties (98?), and it would undoubtedly conflict with all their other laws on free expression if the reservation isn't raised domestically
