My hypothesis.

1. Nothing ever happens
2. Trump is all about deals and leverage and shit

So, this is all a big flex to intimidate Iran into making a deal. If they were planning something, they wouldn't be flying around with transponders on, or would at least make the minimum effort to mask their intentions. We can see it, and thus Iran can see it, hence the only logical conclusion is because they want it to be seen.
