If that were the case they couldn't keep fighting in Ukraine after 3 years. Their helicopters have done a lot of heavy lifting and their APCs aren't bad at all. Their MRLS is highly competitive and arguably better overall. Conversely, their tanks go pop, their fixed wing air force is dogged by poor pilots (and competent Ukrainian AD), and their better infantry formations were wasted at the start of the war through bad strategy. Not to mention the drones.
