Like I think this is actually quite a viable special selection for a high elf army now, which I imagine the helf players are happy with just as the empire players are happy with (at least 1) big block of state infantry.

The white lions not getting drilled does kind of kill them for deployment and maneuvering, but 2 small units with move through cover can hopefully find a good angle to threaten opponents and are still devastating on the charge.
