You're not going to get villains on the level of Archie that added depth to the world. Eggman and the D6 are the only ones allowed to be main stays. You can get weak shits or powerful one and done characters. The comics can do a lot but it is still restricted

Whisper was a lone wolf type thanks to Mimic's betrayal. Her combat skills are great when she's allowed to fight but her leadership skills have not been addressed with the addition of trying to go solo when she was with Tangle, her supposed partner. She's female Shadow but easier to trigger into not wanting to work with others
