Half of the issue/arc has us following the characters in how they go about their normal day-to-day lives and the other half is when Sonic gets involved and they go on an adventure to fight/stop the evil big bad, usually Eggman.

You get to explore what other characters do in their daily lives and expand upon them while also having Sonic be like the wind, only showing up when the action and adventure starts that way the audience can ignore what they don't want to read/see and jump immediately into the action, which is when Sonic comes into frame. Maybe even throw in a story or two where it subverts that expectation and instead it's about how Sonic spends his days lazing around when he's not adventuring and the character of the issue has their adventure by themselves like with Knuckles or Tails.

I'm not a hardcore windfag but there's nothing wrong with Sonic's "proper" characterization in X, 06, Black Knight, Secret Rings, Sonic Channel, the Hirono manga and BoC. He's inspirational but also annoying, sly, goofy, afraid of water, etc. He is a real character but hardcore windfags are very autistic and make him out to be a one dimensional god and that turns some people off. Sonic should be talked about like Goku and Bugs Bunny rather than a vague idea.

The problem with that anaology is that while Sonic has an issue with authority he is usually the first person who demands it, depending on the story or the Doctor.
Hartnell gets very annoyed if people don't listen to him, Jon's doctor is characterised by the Brigadiers comments of "You want someone to follow you around, hand you things and say what a good job you are doing". Fourth would chastise those who thought of different plans than him, even if he was a bit kinder than him.
Sixth mellows out but outright mocks those who think their plan is any better, Seventh is a manipulative little sod.
9th and 10th have the same character arc of allowing the companions more of an equal footing but then 11 and 12 often find themselves arguing who should be in charge depending on the story.
NOBODY HUMAN HAS ANYTHING TO SAY TO ME and 12 even has a whole couple of stories about how he is more of an Officer than to a soldier like Danny Pink.

For Sonic to reflect most of this, he dislikes authority, except for when it would be him dishing it out.
This is one of the greatest conflicts of the Doctor's character. He isn't like the Time Lords, who are stuffy controlling and depending on the story, insane, however, he can find himself at odds with the humans when he ends up trying to boss them around, have views of them that doesn't align with his own, or when he's acting insane. And when criticised, the Doctor steps away to let the human's make a pivotal moment in their history and then gets criticised for babying them.

Sonic makes his own plans because he's brash and arrogant, sure, but is rather carefree about things, doesn't hold a grudge, and doesn't even like making plans. The Doctor is someone who can be brash and arrogant, but surely holds a grudge and loves making plans. Sonic wouldn't electrify an EggRobo out of Egg War Grief

I think discussions of wind and OOC all just kind of ignore the fact that it's not that Ian and Evan are incapable it's that they genuinely do not like it.
They are both Archie fans. They both prefer to have Sonic be on a paramilitary team. That has always been the case. That is how they write their fanfics. They don't "do" Sonic as the lone wanderer going on adventures for the sake of it.
That's what the restoration is for. These are grown adults. This isn't some umpulse they can't control.
It's not that "windnic" is some Herculean task to copy. Anyone can write it. Just make Sonic sleep some of the time and chop two thirds of his dialogue.
