Making this about consent is obviously retarded, but I think there is a point to be made about misinformation, or lack of information. Obviously, its in a surgeon's best interest to downplay the risks of a surgery (any surgery, not just tranny stuff) so that he can make money. It should be the job of the trans community to gatekeep and make it clear to newbies that what they're getting into isn't all rainbows and sunshine.
