You're probably right on the FNP honestly, being W3 alone is already a considerable durability buff since most things that you use against terminators are D2 so they take twice as many swings to kill on average.
As for the High Cool. Orks in my mind are fairly cowardly so they have human tier leadership and are about as likely to rout as equivalent humans are if they think they're losing a fight. But since Orkz willingly strap themselves to single use rockets, swing missiles on poles as melee weapons and only ever bother landing by crashlanding I honestly think they'd have a high Cool score simply because theyre too stupid to realise they should look for cover when a snipers shooting them.
