The key thing IMO is this:
It's a combat shooter. Exploration is an afterthought. Everything else is an afterthought. The combat has to stand out and be memorable in a genre that has been thoroughly explored, and it just doesn't. Games like 2016, Eternal and Ultrakill made combat fun by introducing high mobility, reactive enemies and freeform weapon combos, Dark Ages almost every enemy feels like you deal with in the same way every time and they extremely deliberately stopped you from mixing and matching all of your tools to make it fun for yourself.
The target audience of Eternal was the person who wanted 2016 taken to an extreme. The audience for Dark Ages is your friend that thinks God of War is the pinnacle of the action genre and doesn't have strong opinions about anything.
