Do you actually not understand the vehicle rules, Anon? The crew isn't literally stunned, pinned, or suppressed, it's just economy of rules. In order to represent a glancing blow just taking out your treads for a bit, they use the existing rules which prevent units from moving. It's even modified for tanks so instead of having mental stats to test, they can just repair it. It has nothing to do with the crew. The reason a penetrating hit doesn't disable your guns is because instead of hitting a gun, it punched through to something more structurally integral or killed a crew member (for which the others are able to compensate)
