Sonic deduced in his first interaction with Shadow that GUN was chasing him when they were actually after Shadow. That is the basis of his plan, whether Shadow gets on the island or not.

Well, Infinite was on Earth, but Zavok is still an Infinite illusion. It stands to reason if the Death Egg didn't need to worry about Rookie and his infiltration, Sonic would be overwhelmed by illusions just like he was at the start of the game. Notice he can beat Fake Zavok but he can't beat 4 Fakes at once in the game's beginning
