Interestingly I think sega may be the ones responsible for the lack of devil summoner in the SH2 title.
It was a while ago now, 2021, so you may not remember. But sega (not atlus) had an internal presentation where they were discussing which dormant IP's they wanted to revive, and in that list Soul Hackers was listed. Not devil summoner. Soul Hackers specifically. It was even listed separately from megami tensei.
