Probably because Kubo personally clarified several years earlier that neither Ichigo or Rukia have a romantic attraction towards each other? There's no clearer answer than this. At least with Ulquiorra and Orihime there's plausible deniability involved, since he was dead and buried, so it didn't matter anymore.
