You can get a spearhead each and yes they’ll be pretty well balanced. I would try to get the older 1st wave (the same ones that used to be called vanguard) since the new spearhead boxes are good and thematic but a bit too thematic IMO. For example, the new khorne spearhead is dog themed where the original spearhead had cavalry, blood warriors, and chaff + a hero. The new one is like 8 dogs with a war cry warband.
I think you can get the spearhead terrain and paper map with the obj on them + tactic and command cards pretty cheap. I’m not sure how much of it was included in skaventide but people who are selling the contents are definitely pulling their hair out trying to offload the non-plastic parts of that box.
You can also get the gaming packs for everything you need. The terrain is easy to proxy with paint pots or cardboard. There’s the fire and had pack and the sand and bone pack. Every spearhead has their rules for free on the warhammer community website
