There’s four refs and for the majority of plays there’s one on each side that make the spot. Ironically high school and college football are probably more accurate the majority of the time because the umpire stands behind the linebackers and makes the spot while they moved him behind the offensive line of scrimmage in the NFL for safety reasons.
