It could just be ZUN seeing kongara written in romaji once and remembering it as two nn instead of ṃ after seeing "koṃgla" in a museum or something...
Then he just put the rest as standard Japanese romanization, because he might not have that info anywhere at hand to check.
Dunno how easy that info was in 80's-90's Japan but I thought it might be a possibility.

I also had the great idea of typing this characters and then realizing I could just have looked at the omake pic and looked up the romanization for them instead of doing ASCII sorcery. Anyways the symbols in case anyone wants them in probably a disordered fashion:

Certainly, but since he only used double n for Kongara it seems like a typo or that there's a reason behind stylizing that one name differently.
