I really don't understand the rationale of not releasing a new 4* for a year and a half (besides Shaoji's ego requiring that all his epic OCs and HI3 expies are 5*). In G*nshin that is one of the big ways to sucker people into wasting rolls. Players will roll even if both the new 4* and the banner 5* are shit simply because they want to collect new units.
