Although the coveting of Kingdom Hearts applies to the Heartless as well. But I do think TWTNW itself is pretty Dark City-coded with how it looks and seemingly functions. Then on top of that we see Xemnas manipulating the landscape several times in his boss battles. Whether it's intentional or a coincidence I don't know.
