The context might actually be more pathetic than the image. Long story short, Doctor Fate helps arbitrate a contest between Superman and Hal, and conjures up the thing they fear most. For Hal it's a giant yellow spider (apparently) but for Superman it's a giant Jor-El who spanks him and causes him to act like an infant.
He doesn't win with willpower or anything, he just says 'well I'm a full grown man so it makes no sense for my dad to be bigger than me' and then says he didn't mentally overcome his fears at all and would trade all the time and good he's done on Earth to be a regular citizen on Krypton.
