The original Rex was built as a ANTI-MISSILE DEFENSE system.
Being able to move, aim and one-shot them with a railgun too big to be moved easily on ground.
Arguably it can also launch all kind of projectiles at probably any fucking range, so it would be an artillery system that can shot (cheaper) projectiles on factories deep into enemy lines.
It was also secretly meant to launch "stealth" nuclear missiles, and skirt a nuclear non-proliferation agreement.
The legal aspect doesn't need to make sense. Just look as our IRL political landscape.
Other countries will just think you are being fancy with your anti-missile defense.
...until the day you put the stored "not missiles" nuclear bomb into railgun shell.
I'm not saying they meant to make it realist, it's just a damn video game final mecha boss

Only half-true, it would have the shockwave without emitting much heat. Reaching hypersonic is only relevant if you can maneuver.
Also the US literally wanted to use railgun on warship to help launch hypersonic projectiles, this is just the mad science version.
Not that MGS setting make sense technologically. Everything would be super-tech to our level.
