It was because combat at level 10 is mostly solo. There are also plenty of solo duties and FATEs throughout the game where you'll be taking damage without a tank.

Which is more engaging than 1-2 in no directions. There was also Heavy Thrust to upkeep. And Leg Sweep also did damage back then.
