What is so bad about AL? In 2.0 technically they have 0 zero combat skills because their trait boils down to "back away". And yet it makes them kings of positioning. It makes the enemy miss. It makes the enemy pursue and overextend. The Alpha player gets to deploy, do alternative deploy, forces the opponent to commit then lies about it and redeploys.
It's rather good for a force that "sucks at actual combat"
You should be able to charge out of a (scattering) deepstrike or outflank, though
