Look at the motivations of Cell from Dragon Ball who is a very popular villain
He just wants to enjoy fighting/testing his power and he doesn't give a shit if he nukes the universe to do it
That's what makes him fun

You don't need that crap
You just have to make a cool badass villain with a cool character design, who is intimidating and entertaining

Even after Goku gives him a chance he tries to kill Goku by shooting him with a ki blast from behind
That pettiness and his pride is what makes him so much fun, and when Goku retaliates and kills him(not really mofo survived in outer space and Trunks finished the job after) he also serves to make Goku(the hero) look even cooler
