There are 2 hells

Gehenna and Sheol
Gehenna is the literal hell
Sheol is just the holding place for the virtuous people who spent their lives seeking God the best they could. They are there because they are awaiting judgement

It is believe that Jesus went to Sheol to proclaim the victory of good and redeemed every soul. Bear in mind that redeem literally means buy back and Acts constantly repeated how great of a price Jesus paid to lift us out
