It's not so much as they don't want to, but they can't retaliate with their own water cannons because their smaller boats don't have powerful enough water cannons or simply don't have them at all. They only have like three ships, as pictured here, that can match the water cannons of the CCG. The chinese only ever specfically target their smaller vessels for water cannoning and when the bigger ships come loitering around the chinks only ever end up just shadowing them around or have their bigger ships blast them with water.
