I've not been in the loop so maybe I've missed something but did Rammus turn into a turbo low elo stomper champion and Riot did this to remove him while they figure out a rework?
Reminds me of what they did to old perma stealth Evelynn back in the day when they removed her stun and nerfed her numbers and kept her that way until her rework.
