She actually talks in cutscenes. I think the decision to have a main character be female is mostly because most of the outfits are very revealing. They probably also don't have the budget to have gendered outfits and make lot of them. Same deal with all these other AA games like preset protags like wukong, Lies of P and Khazan, at least initially.
Also, thematically, I think it kinda makese sense since some people are saying this game is kinda like Chinese Kuon.
