Normals are definitely not considered weak because of the vast amount of offensive and support options they have access to, the downside being that nobody is good at everything and would have to lean into a role. Norman for example is a martial artist, so I'd imagine he can effectively channel a Facade move for offense and a Slack Off for self recovery, but not something like a Heal Bell to help out a group of people like Whitney can, or Milk Drink to heal others. It probably has a lot to do with wich pokemon you have in your party, and how strong your bond is.
