Most black spots are not true cities
They have population <50.000 and those are "large". You live in villages. Anything <10000 is a village,deal with it. Ive been to "Hârlau",Romania,i have relatives there. Its not truly urban and when you think most cities in france are even smaller you get the gist of how its actually villages and at most towns pretending to be cities.
