Bern is supposed to split from Rika too. Mentioned by R07 in various interviews.

Gou/Sotsu just kind of overlooks that part and delays it to some indeterminate point of the future because if Bern splits from Rika she has no reason to leave Hinamizawa since that's her looper obsession so she'd let it go and stay like how Satoko let Rika go at the end.
