Hanyuu is still described as "part of Eua" in Sotsu, they just never elaborate on what that means. Just like when R07 dropped his original idea of addressing why Hanyuu could easily have solved the original mystery and never did, she always seems to be protected from his character breaking decisions unlike other characters.
In Mei, in one of the few stories with actual R07 script, he did write a story that actually explained everything, but it's standalone and you could easily interpret it as only relevant to that story.
Basically, Eua and Hanyuu are the same person playing both roles. She's omnipotent and omniscient so she can play both roles at once. It's also something she does to avoid the boredom disease from her near omniscience.
Like I said though, the way the story is set up in Mei you could regard it as completely standalone and you aren't forced to see Hanyuu as a complete lie outside of it, but then the story explains the ruins in the sea of fragments are a reflection of the boredom disease in Eua's heart... which would mean it's relevant to Gou/Sotsu. And you see those ruins even in Hanyuu's space there.
The anime also had two scenes hinting at this they just go nowhere. Hanyuu messes up her first person pronoun when talking with Rika at the start of Gou. And later on Rika calls her out on never saying auau anymore.
There's also how R07 in an interview about Sotsu's finale said the whole Eua vs Hanyuu final battle was a farce, just Eua putting on a show for her exit.
