The thing is the GOP and conservatives more generally don't care about the fruit pickers. These people come up for usually less than a year at a time. 90% of them go back to Mexico. They aren't "immigrants" in the traditional sense of the word. They are just here to work.
George Bush had an idea where these people would be given specialized work visas. There would be no pathway to citizenship and no right to vote. So of course, the Democrats rejected it, because that's literally the only thing they care about.
