This is mainly because the animations for XI are handcrafted. Each arm & body & face movement hand done unique just for that cutscene. XIV has animation banks for cutscenes to save time. But as far as XI WoC, he also has an issue of nodding and stock animations, really apparent in WotG.
And you can tell the budget drained out for TVR when they just used Illustrations for potential cutscenes.

Hardest for me was Genkai3 just because I had no backup, really aggressive enemy spawns, & this was before crystal warping straight to the place, and the stupid Yagudo password system.
