I don't think Duskmorne is an exception to what I've described, I'd fully call it a hat set in large part because there is nothing else other than "horror movie". As others have pointed out I think giving it an Eldraine treatment of "you and I both know this is a baseball bat, but it's actually a toy that doubles as weapon because in the murder plane you have to keep those on hand at all times" would have made the set feel more full and avoided the walkman issue.
I agree that things like the movie references and existing characters putting on the stupid fucking hats are stronger markers of a hat set, but I would say the aspects I highlighted are bits of flavour and worldbuilding that underlie what makes a hat set feel bad.
Theros and Amonkhet could easily be construed as "Magic but Greek/Egypt" but there is both the conflict of the story and the world that it takes place in and that latter half feels realized in a way that the hat sets fail to properly encapsulate
- We know what Ravnica is like, so where did all these fucking detectives come from?
-The frontier is an expansion from somewhere, where are these people coming from, are they ranchers or farmers, what is equipping them, what the fuck is this cactus going to steal or get paid with as a mercenary?
