Army men tend to experience peaks and valleys when it comes to in-person retail availability; currently we're in a fairly deep valley all around it seems. The only places I know of in my city that will have army men on the shelves are Walmart (pic related) and a liquidation centre that's had a bunch of the same crappy soldiers for years that sell slightly better than a deep clearance Rose Tico.
One reason for the drop-off is the near-monopoly of a couple major dollar-plus chains forcing out all the awesome mom-and-pop stores in the last decade or so; couple that with the overall decline of interest in toys and army men are a casualty of the times.
