It's clearly an exaggeration, but its not far off. Because of how the TCG is set up (mainly because that learning resources don't exist and a ruling database doesn't exist) you need to submerge yourself in a lot of knowledge seemingly from nowhere.
On top of the base rules of the game, the different summoning methods and their intricacies, the current meta decks and how they function on a deep level, you also need to learn the fundamentals of reading PSCT, the many ass-pull rulings that exist out there and generally understand that all this learning and all this knowledge means absolutely dick all when a Judge decides he doesn't like you and warps the rules of the game to fuck you.
There's so many little things that you need to understand and learn, none of which is intuitive. Sometimes the game is so strict in its meaning that a slight word change results in completely different rulings. Sometimes the game is so forgiving that cards can just not say what the fuck is going on and you have to infer from thin air what is meant.
Take Rahu Dracotail for example. Nowhere on this card does it say that it "sends" cards anywhere, but you just sort of have to know they specifically SEND to the GY as a result of a Fusion Summon, meaning it is able to be Ash Blossomed. You have to KNOW that when you Ash the effect, the EFFECT is negated, not the activation. This means the "You can only activate 1 "Rahu Dracotail" per turn" applied still. Yet, the resolution lock that locks you into Fusions DOESN'T despite the card resolving, because it is part of the effect, and the effect got negated.
All that knowledge, not really taught to you at all, must be known to properly plan around and understand card interactions, and Rahu is pretty simple card at that.
