That is certainly true on a macro level, as story plot points are 100% scripted and unchangable, however, FW in particular added minor dialogue choices that could sometimes affect how Aloy reacts. In particular kissing Seyka at the end of the Burning Shores DLC was an optional dialogue choice.
I think the change to giving the player options would not inherently change their designs philosophy, so much as expand on what they already teased. The third part of a trilogy has the advantage of a certain finality, which allows for drastic choices to be made because they won't have to be taken into consideration in another sequel. That's why for just one game, it is not too farfetched to offer several romance options for the epilogue etc. where it can be ressource efficient too!

While I cannot fathom why anybody would be okay with that outcome or consider it satisfactory, economically I can understand the hero resting at the end of the journey with some threads left hanging. It leaves room for the audience to fill in the remaining blanks however they wish, which is generally the safest route for a product.
Of course there is always the possibility that Aloy goes for the heroci sacrifice ending, which would contradict some of the themes the series has set up, but is never out of the question when the writer has cornered themselves enough.
