They didn't. They did it half a decade after the switch came out. It wasn't random, it was a continuation of the steam machine and, more importantly, a new way to relaunch steamos, all while muscling pc into the portable space. Again, they would have absolutely no reason to lie about whether the switch influenced the deck at all. If the switch was why they thought they should make a handheld pc they would've just said that. It wouldn't have affected anything.

They are for sure making a deck 2, but your overall point is correct. They're not in this for the hardware. It's not what they're making money off of, just a vehicle. They would be more than happy to step aside and let other companies make the hardware for them. Though I don't know how well other companies are going to step up and valve is by far the best positioned to be the cheapest given they can subsidize the hardware with steam. But either way, the end result is still the same; a catalyst for the slow saturation of pc in the portable space.
