Second fountain is made in the library computer room, but important it was made after Noelle and Berdly already showed up otherwise they wouldn't be asleep at the desks when they all wake up. Therefore it would've also have needed to be made by someone who wouldn't be out of place in the computer room where their presence wouldn't be suspicious to Noelle and Berdly.
Bonus points for someone seemingly incompetent at their job, making you wonder why they're still employed in the first place.
This is going to be a Persona 4 situation where at the very last moment Noelle or Berdly go "Come to think of it, I remember Ms. Alphys in the computer room before we fell asleep."
