It actually makes perfect sense when you think about it; Jade Warriors are elite troops given quality provisions, equipment, and training. On the other hand, Empire state troops are rarely afforded more than what they strictly need, and the quality of training and upkeep can vary considerably; while in-garrison soldiers of larger cities are soldiers by profession who benefit from daily duty, drills, and requisition, you also have the soldiers of petty lords and border settlements, who are little more than peasants who, after basic training, drill one day a week, and shovel pig shit the other seven.
My point is, the average Jade Warrior benefits from better nutrition, hygiene, and training than the average state troop, so it follows that they're a bit taller on average.
