Yes that's the primary reason atheists hate religion and why they have sought to erase it from human life. It directly interferes with their own personal goals. Most of the people currently in charge are actually less atheistic than they used to be so of course the nations they rule over will be more peaceful. It doesn't matter what the average person identifies as. And anyway a lot of your "atheists" are simply irreligious, many for example in China still worship ancestors just not as deities
