It's called playtesting, what do you assume that is for? It's so they can see that it's a stupid idea before putting it in the final game since anyone who has actually been collecting cards like most players would want to and even be encouraged to do would be at a massive disadvantage since most cards are shit while the NPCs only have a small pool of cards to choose from. Trying to defend this bullshit shows you have less braincells than the NPCs have cards.
