It too was a fortress, that's why it's on a hill, it's an easily defendable location, and it stored all of Athens' wealth.
But the Athenians were confident, their Parthenon is a beautifully decorated building, boasting to the world its wealth, almost daring others to try and invade it, because it is confident that none are capable.
