It's obvious as of the last two chapters that Yoru isn't the final boss. All she wanted was to turn Chainsaw Man into a weapon, he's ready, willing, and importantly attached to Asa/Yoru. Yet she hesitated and doesn't want to. She's even somber that nukes have returned to the world after wanting them back. Yoru wants to make love, not war.
