I wish I knew, during those cutscenes you still get awful looking hair and shadows.
I even disabled DoF and other cinematic shit via mods and that didn't help with performance.
For me it drops to around ~40FPS 1440p native High/Epig in those cutscenes on 7900XT. Settings also don't impact performance almost at all once you go below High so you can't turn potato mode to greatly improve framerate. I still get a lot of ghosting with TSR
Game stutters despite nothing happening on the screen because fuck you.
